Information on the Aviation Security Administration
The Aviation Security Administration (UAB), created in 1996, is a structural division of Azerbaijan Airlines CJSC. The Administration carries out its operations in the following areas: aviation security assurance, security guard services, access and onsite control, fire safety, emergency rescue, occupational health and safety, civil defense, special equipment servicing, and video surveillance in the area of civil aviation security. The Administration is governed by the Charter of CJSC AZAL and the Regulations on the UAB. The Aviation Security Administration of CJSC AZAL is the entity that bears direct responsibility for compliance with the requirements of the State Aviation Security Program and the Aviation Security Assurance Regulations approved by Decree No. 613 of the President of the Republic of Azerbaijan, dated April 24, 2012, at the airports and structural divisions of CJSC AZAL.

Aviation Security Service
The mission of the Aviation Security Service, as a functional structural division of the Aviation Security Administration at Heydar Aliyev International Airport, is to ensure the security of civil aviation. Specially trained and duly certified personnel are hired to carry out this task.

- Security screening of passengers, crew, personnel, and other persons, using state-of-the-art equipment
- Inspecting carry-on bags
- Performing profiling, passport control of passengers on international flights, and other special procedures;
- Performing security inspections of aircraft
- Performing security inspections of checked baggage
- Performing security inspections during the preparation and delivery of food and supplies to the aircraft
- Performing security inspections of cargo and mail
Security Guard Service
The Service operates around-the-clock using 425 personnel divided into four shifts. The mission of the Security Guard Service, as a functional structural division of the Aviation Security Administration at Heydar Aliyev International Airport, is as follows:
- Ensuring the protection of aircraft, vital infrastructure, and the grounds of the airport and aviation companies, as well as the adjacent territory
- Performing access and onsite control
- Guarding the perimeter of the airport's electronic fence (64 guard posts)
Access Control Service
The Access Control Service of the Aviation Security Administration was created on September 3, 2012. The Access Control Service's area of responsibility includes the VIP, CIP, and business aviation lounges, as well as the checkpoints and entry control department. The Service operates around the clock using 303 personnel divided into four shifts. The primary mission of the Access Control Service is to provide operational personnel, other persons, and vehicles with safe access to controlled and restricted areas, and to perform security inspections of passengers, their carry-on items, and luggage in the VIP, CIP, and business aviation lounges. The entry control department processes and issues permanent and temporary personal and vehicle passes to the Civil Aviation airports of the Republic of Azerbaijan, as well as identification badges to crewmembers (in accordance with ICAO standards) and flight personnel of Civil Aviation airlines of the Republic of Azerbaijan.
Fire Safety and Emergency Rescue Service
The mission of the Fire Safety and Emergency Rescue Service, as a functional structural division of the Aviation Security Administration at Heydar Aliyev International Airport, is as follows:
- Ensuring the fire safety of flights, passengers, aircraft, and administrative facilities located on the grounds of the airport.
- Performing fire prevention operations in designated control areas, as well as measures to assure the fire safety of fire- and explosive-hazardous processes at CJSC AZAL's civil aviation facilities located at Heydar Aliyev International Airport.
Police Dog Service
The Police Dog Service, created in 2006, is a functional structural division of the Aviation Security Administration at Heydar Aliyev International Airport. It’s mission is as follows:
- Using service dogs to inspect luggage
- Providing security (guard posts with dogs) along the perimeter of the airport's electronic fence;
- Tracking using service dogs
- Patrolling high-security objects when necessary
